Unable to open PDF files

Dear Admin,

I'm unable to access the attachments in the thread and am getting the error "You do not have permission to access this page".
Attached is a screenshot of the error for your reference. Any help in resolving the issue will be much appreciated.

I take it the admin doesnt monitor or action these messages?? I am also keen to get a copy of the implementation plan. Are these boards still moderated?
