Is there any API for creation of Assignment Set?

As such I could not find the API to create the assignment sets.
But alternately I have created the Data Loader Files to create and delete the assignment sets. I have created assignment sets based on following criteria

Nationality = Saudi Arabia and Organization = 'Provided Organization'

For Reference I have attached the sample loader files in zip format.
