You can use this query by changing according to your:

SELECT  po.segment1 po_blanket_num
FROM po_requisition_headers_all prh,
po_requisition_lines_all prl,
po_line_locations_all poll,
po_headers_all poh,
oe_drop_ship_sources oed,
hr_all_organization_units hr
WHERE prh.requisition_header_id = prl.REQUISITION_HEADER_ID
AND hr.organization_id = poh.org_id
AND prl.line_location_id = poll.line_location_id
AND poh.po_header_id = poll.po_header_id
AND oed.line_location_id = poll.line_location_id
